I have 1500c's and I am either going to replace the steel with step steel or the new steel that comes on the 17's, My question is can I use a sealer in my holders since they are very worn and can I use something on my hardware they have been coming loose lately, I replaced most of my rivets and want to make these skates solid again, I was thinking like a liquid gasket?

Loctite on the hardware but if the steel fits loosely side-to-side that's a different story. I suppose you could use some marine-grade epoxy and goop it in there... but then you'll never remove the steel from the holders again, lol. If you want to keep the boots for any period of time I'd just opt to get new holders and steel and be done with it.

A little bit of Loctite blue on the hardware. STEP steel is wider so it might tighten the fit... but if the holders are well worn maybe you might want to consider swapping the holders out.
